They are quite harmless. A lot less dangerous than a rattler or rogue mountain lion. Don't know about MB's part of the state, but I used to see them in the riverbed in Norco/Riverside all the time. This is a partnership between horse and rider - we don't have any jockeys out there, just pals and partners.
