Another base that helps whatever stinky stuff you use to stick is dish soap.  I can't find the recipe off hand, it might be in the articles somewhere on endurance.net.  But it's vinegar, water, dish soap and whatever stinky stuff you like, ie. citronella, eucalyptus, etc.  And when you hose your horse off, it makes them clean and shiny.  ;)
