A breast collar and crupper will stabilize the saddle back and fourth.  A piece of the anti-slip stuff sold at Wal Mart, and RV and Auto stores, to prevent stuff from sliding in drawers between a pad and saddle will prevent the pad from sliding on the saddle.

PS.  If you don't like breast collars and cruppers, go on either the great saddle hunt or the great horse hunt.  I like them and use them.
