[RC] Trail judge etc. - Ed & Wendy Hauser

If you have proof, file a protest.  Anyone having hard evidence of cheating
has a moral obligation to talk to the ride manager, and/or file a protest.
If you have no proof or are too cowardly to file a protest, don't say
anything.  Rumor mongering is not productive, and is cowardly.

As far a trail judges.  The AERC does not need any new rules or
requirements.  A ride manager can post people on the trail, put up
passwords, places to stamp rider cards, or anything else he/she feels is
required to ensure a fair competition.
