WI is interesting.  If you ride alone, you do not need coggins with you, but if you go on an "organized ride" you do and the organizer needs to keep record for 2 years.  An "organized ride" has been interpreted to mean when two or more persons meet by prearrangement.
 
MN only requires coggins if the ride is a "contest" i.e.. prizes are given or there is a winner.  Trail rides are exempt.
