Some of the reasons were the trauma to an already upset owner, the inconvenience of doing it during an endurance ride, the cost, who was to pay, the inconclusive results often obtained and so on in finitum. I still believe it a good idea and tremendous deterrent. And those of us who didn't agree with you never suggested that it wasn't a good idea--only that there were sound reasons not to make it a rule. I still think it is a good idea as well, and I still don't think it should be a rule.
