First the AERC must have those "surplus funds". The AERC to
my knowledge may have funds in excess of operating expenses
but that does not make them surplus.


Let me redefine.  To my understanding (second and third hand, so very
possible inaccurate), there are unused funds sitting in an account

earmarked

for education/research.  Not surplus, just hasn't been utilized.  If so,
then all it needs is an approved plan and implementation.

Further, education and research being part of our mandate, some of this
stuff SHOULD be budgeted, if it can be fit in--which it sounds like it
likely can be.
