I've been out on very hot and shadeless rides (admittedly, under low 
humidity conditions) and the biggest help to both me and the horse 
was to put a poll cooler on the horse and a wet cloth over my head 
and neck.  The head is the major radiator of the body and if you can 
cool it all systems are happier.
