[RC] preventing treatment - drhopkins

I don't know if this would help, but why not have a novice class?  Put tighter 
restrictions and/or more vet checks (ie: exit vet checks), longer holds etc.  
What about requiring anyone who has neglected their horse's care to ride in the 
novice class since AERC sanctioning is not always an option.  The novice riders 
could have different color cards thus enabling the vets to know who they are 
dealing with.

As a novice, I would feel better knowing that the vets would be watching me a 
bit 
more.  I plan on doing CTRs for now and I go back and forth on whether or not 
to 
aspire to try a 50 or a 100.  After the last thread regarding trying 100's, I 
thought I'd try one in 2 to 3 years, now after the horse death and treatment 
threads, I don't know if I'll ever feel confident enough in my knowledge to 
'risk' my horse's life.
