Everyone goes right into the vet line currently but we
don't have to do we? Couldn't we take our vet check later in the hold?

In most cases, no, we don't have to.  But to discourage the trend, some of
us flat tell the riders that while they are welcome to come see us earlier,
we will not actually do the "vet check" until they're down to about 10
minutes left of their hold.
