Jen,
I've been to several endurance rides last year and although there aren't a lot of children there, I've never heard anyone say they weren't welcome, as long as they're well supervised. Understand that pit stops can get kind of crazy and crowded and probably isn't the best place for very young children. As far as how old horses can be. A friend of ours just brought her 23 year old Arab out of retirement and has been top tenning on him, go figure.
