This is a perfect application for positive 
reinforcement/operant conditioning!
Whenever your horse walks even slightly better,
give a reward (praise, etc).  Try to find situation
where s/he normally pciks up speed (following other 
horses for example).  As s/he picks up the pace,
raise the bar, requiring more speed to get rewarded.
The trick is having a reward or 'that's right' signal 
that the horse REALLY understands (that has been conditioned
through pairing with food treat or other thing horse loves),
not just happy-talk.
