The AERC Horse Welfare committee is proposing what you suggest as a
rule
change - that all new riders be required to complete their first 4 rides
ata slower pace, 2/3 of the speed allowed currently under the 12 hours per
50
miles. i.e. 4 hours max for a 25, 8 hours max for a 50.

This would have made it very difficult for me to start my junior. Many
experienced competitors start their juniors on experienced horses. The kids
are supervised and the horses are accompished at the pace. Any way there
could be a loophole for "sponsored" newbies?

I'd far rather see this applied to HORSES rather than riders.  And I need to
go back to the Aussie version, but I think their time is a bit more
realistic--CTRs run faster than the above, for gosh sakes...
