After the 400 page rule book is published, the manditory stewards hired,
etc.  The entry fees go up 5X, and half the ride managers quit because they
don't like the new procedures.  The number of endurance related horse deaths
will plummet if for no other reason than the fact that the number of rides
have also plummeted.
