[RC] Another proposal - modify Rule 6.2.1.2 and L6.2.1.2 - E.L. Ashbach

What about modifying time to reach criteria *and* P & R criteria - say, max 60 for 50+ and max 56 for LD?

Seems like this would be an easy one, and could even be a corollary to the MMS proposal currently being debated...
