I remember the programs the Germans wanted to have for human breeding also.  The Germans developed a very strict culling program for human breeding, as well as the culling program for German Shepherds.
I personally am not infavor of this ridged view point of perfection in humans and dogs and horses.  My family has been in the US too long, we want more freedom of personal choice in both the breeding and culling decisions.
Think of the many breeds which have been developed in both the US and Europe which we would not have if not for chance crosses or individual breeders goals.
Protectionism of the big breeders is one of the main reasons for limiting output of livestock, and strict registration policies. (Read that to mean dollar protection) There is something to be said for being able to find both affordable Arabs and German Shepherds in the US.
