[RC] Smart horse? Or just foolish? - T.B.Pots

Can anyone help?  There is a paint horse at the barn that used to be reasonable on the crossties.  A week ago, she reared, hit her head on the ceiling and flipped backwards.  Since then she's been difficult to crosstie, lead, or single tie.  They've tied her to an immovable breeding fence for three days now and she's still not learning to stand calmly.  Instead, she's short circuiting (can't blame her) and just abusing herself.  I feel bad for her.  I searched the archives and found that someone advocates a belly rope.  I don't quite understand how to "rig" it and was hoping someone could explain it in depth.  I feel so bad for this four year old mare, and I don't want to see her break her neck.  Currently she's tied with a natural horsemanship halter to the breeding fence for about three hours at a time.  This fence is most definetly immovable (very, very sturdy). 
I think the belly rope goes through the halter, under the leg (or is it over the back), and back out through the halter and then tied to the fence.  Is that correct?
