Actually, it's been the rule for Australian endurance for 
many years, 
and the people I spoke with seemed to feel like it is a good 
system. I

From what I hear the folks from Oz have some good ideas, but if they
are limiting the speed of some riders I'd have to say that is 
not one of them.

Their rule is that a novice rider must complete (I think) 3 LD rides with a
speed cap (which isn't all that low, IIRC - maybe 8MPH?), before being
allowed to go as fast as they'd like. The same thing applies when you go to
a higher distance - 3 completed 50's with a cap, then you can go as fast as
you want.

I think they apply the same rule to the horse, regardless of experience
level of rider. I don't think I like that part as much, but the bit about
keeping a rider down to reasonable speed until they have a whopping 3 rides
under their belt doesn't seem too bad to me. 

Hmmm - let's see a show of hands - how many people think it is a good idea
for a rider with less than 3 rides experience to run up front? I don't think
we'll see many who would advise that. How many think it's a smart thing to
run up front on a horse with < 3 rides? I do know people that just don't
bring out a horse until it is in shape to win a 50, but that's exceptional.
