Why draw a line between treated horses and dead horses?  What's the point?  
NO one should be punished for honest mistakes, which I truly believe most 
treatments/deaths are.  ANY one who willfully abuses a horse should be punished 
or 
sanctioned.  There's where the line belongs.  Maybe to be just a bit stronger, 
the line should be drawn between people who have "a" horse treated, and 
people who repeatedly have their horse(s) treated from over riding, whether the 
horse(s) die or not.  The questions should be "What is repeatedly?" and "What 
is 
overridden?" 

And while I have not seen a dead horse at a ride, I was working a ride where 
a horse died, and saw the horse when it was brought up for treatment.  I have 
also seen a horse that died because it was literally chased to death by some 
boys in a pasture.  Death is NOT pretty, no matter what the cause.  

I think, at least for a time, until AERC gets a handle on it, the rider 
should be responsible for filling out a form describing the circumstances 
whenever 
a horse does not complete the ride for any reason, and if treatment is 
involved, the rider should be counseled by the head vet/treatment vet 
(whichever 
feels most able to do it) before leaving the ride.  I know the counseling 
happens 
on an informal basis, at least in some cases.  It could involve things 
like--What were the first signs of trouble, What could have been done to 
prevent it, 
Discussion about feeding, electrolyte and other pre-and ride-day care 
protocols.  Probably a lot of other stuff that somebody smarter than me can 
come up 
with.
