I ordered my Toklat wool fleece girths (western rigging, for a SportSaddle, but with the short, English nap) from Horses Dacor, and it only cost an additional $5 to get elastic at both ends.

The reason for a "loose girth" is to allow the natural expansion of
chest as it moves down the trail. There is more than one way to "skin
that cat." Elastic between the girth buckles and the girth. Not just
elastic on one side as seen in many English girths but elastic on both
sides. That way you can ride with the girth snug enough for the HRM to
work but the elastic will allow for the natural expansion of the chest
the hrose needs to move freely.
