Tevis is completely within California (the  Cal.Ag Inspection station 
is well within the California border on I-80; it's not at the border).

I have a horse being shipped to Colorado,  and all the shippers have 
asked for is Coggins and a health certificate, and they haven't 
specified the route.  If you look at the Coggins certificate (at 
least the California one) it has all of the horse markings on it -- 
the vet is required to indicate all markings at the time the blood is 
drawn, so the test results can be verified against the live horse 
should any inspector wish to do so.
