L- Have her go to the County Ag agent official and get a write off in writing of her current methods or advice as to how she could improve. The County Ag agent has that job for just such problems. Nothing like a flat-lander coming from the Bay area (city)into the rural lands and then being the expert as to how large animals should be taken care of. We have had similar problems here. Horse owners formed an ad-hoc committee of all kinds of large animal owners who review the housekeeping of any location under duress from people who want the rural atmosphere, but hate animals. They respond to the Ag agent as his support. They all volunteer. Sometimes I think the new arrivals mistake the pastoral scenic landscape for a painted backdrop at Universal Studios- where I used to work. And it often happens that the biggest cause of the fly problem is domestic dogs which everyone has and the flat landers have as many as anyone, and I never saw a fly who would chose herbivore poop before carnivore poop. Having chikens scratching at the poop helps, and the eggs taste great.
