Could be several reason but most likely it's the shape of the horse and where you have the electrode. I have a similar problem with one horse. This can be probem on a slab sidded horse. The electrode is not making good contact when you are moving.

I solved mine by moving the electrode on the girth far down on his side. On him there is about a 2 inch margin or error. Any where in the small area it works fine. Outside I have the same problem you do.
