[RC] bugs - susan graham

Hello, My horse stays on a farm where the mosquitos are a big problem,she doesen't seem to be suffering as much as my friends horse.Obvously she had been bit in the hind end several times and in attempt to relive the itching,backed herself up against the fence post and rubbed and rubbed untill it left bald spots on her hind and tail.My question is what can my friend do for the horse as far as to protect her from any more bites withour irritating the bald spots? They arn't open wounds. Also where can I get a fly mask that covers the ears and face-maby one with bug repellent in it.
