Hi Val - 

I wear half-chaps and they keep my legs pretty hot too.  What I found
to work pretty well is to wear a tank top or tee shirt, and then over
that, an oversized men's dress shirt which I dunk in water every so
often.  I wring it enough to not drip if I have to ride thru
"civilization" but up in the hills I get it pretty soggy.  The long
sleeves help against sunburn and poison iv/oak as well.  Oh, and I tie
the tails around my waist to keep from sitting on them (and getting my
saddle too wet.)
