The rules are pretty self-explanatory and can be found on-line at the AERC site.  They are simple enough not to require interpretation by the rules committee for the most part.
 
For openers try the following:
 
6.2.1  The minimum criteria for the post-finish-line vet check are as follows. Any ride may adopt more stringent criteria, but these must be provided to competitors before the ride in written form.
 
The first item that follows is:
 
6.2.1.1  All Equines must stand a mandatory post ride evaluation within one hour of finishing.
 
Doesn't take rocket science to determine that a half-hour requirement is "more stringent" than the hour mandated by the rules.
