No, that's not legal.

60 minutes for completion check, it's in the rules.

30 minutes for LD only.

At least it was applied to all competitors equally, and I also heard that it was announced at the ride meeting, so riders had plenty of notice that they were planning on conducting the completion check this way. Could've been worse.

required to have one hour to meet criteria? Granted, personally I expect
my horse to be down by about 10 minutes tops, but isn't this a rule?
