It is normal to pay the booking fee at the time the contract is
signed and the service is "booked."

Then you have to read the contract to see if/whether there is
any provision for getting it back (usually there isn't) or if it
will be applied to the service fee, or the stud fee, or the live-
foal guarantee fee (frequently, but not always). 

Breeding contracts vary all over the map.  And it behooves any 
mare owner that is booking a breeding to read the breeding
contract carefully before signing it (and yes, for me, there are
deal breakers that some stallion owners put in their breeding
contracts that would keep me from breeding to their stallion, no
matter how much I liked the stallion).

It is only if the stallion owner doesn't adhere to the terms of 
the contract that one can, in law, get the booking fee back.
