Lindy,

The AERC rules state that a completion award must be given to all who
complete. The rules are silent about providing something to those who don't.
Thus it is up to the RM's discretion. Likewise, if the RM chooses to offer
consolation gifts, it is up to the RM's discretion whether it is the same
thing offered as a completion award or not. I don't think it's a huge leap
to comprehend how one person's completion award can be another's consolation
or volunteer gift. I know which ones are which in my collection. ;-)

I've been following Nikki's posts and have to say that my thoughts mirror
what she has written.
