I'm sure there are many on which it doesn't work, but I've had the same thing work on several horses.  There is just a "letting down" to it that means the opposite of "go."  It isn't just the support or the hand riding that makes it an issue in race horses--it really is a "go" command to use pressure and a "no go" command to relax.  The ex-jockey who suggested it to you likely understood that.
