I'm not sure it is a problem. If they were "racing" then the winning 25 time would be well below the 1/2 the winning 50 mile time since in general the shorter the race the faster the speed. But from what I've witnessed - at least in the SE - is the winning 50 mile time is normally about twice - many times less than twice - than the winning 25 miletime. This seems to say the 50's areas fast than the 25's, or is that the 25's are going as slow as the 50's.
