       When I was a kid, an old man I knew tied a blown-up *balloon* (about
6" in diameter) to the headstall between the horse's ears.  The constant
movement of that kept the flies away, and didn't seem to bother the horse.
(You could color-coordinate the balloon to your tack--grin.)
