Don't look like ants do they? Fire ants, when they swarm  have wings and 
will land on you and bite.But you may not be in the fireant area.We have 
them here  in North Ga.Black debis is probably 'bug waste'.similiar to flea 
debris.Try a pyrethrin, ususally gets most bugs. I had a mystery "gray" bug, 
very tiny all over my horses 2 years ago. Vet even took samples, never did 
figure it out. I had switched to that orange german fly  natural spray. He 
and I both decided to go back to the pyrethrins and that took care of 
it.They kind of looked "licey" and they were in a damp , woodsy area.
