Some pretty famous world class riders (Mr. Klimke, for one) have felt that they were not "good" enough to use draw reins. I agree that you are putting a band aid on the problem. Forcing his head into a position still isn't solving the problem of why your horse does this in the first place. I wouldn't work a horse in draw reins at all, never mind every time I ride. I think you will be hard pressed to find a good trainer who would advocate draw rein use every time you ride.

If you can address why the horse is moving that way and then ride him with smooth, elastic contact and are driving him forward with your legs, you should solve the problem and then you can work distance while collected and in good frame. Draw reins are just forcing his head where you want it. Have you checked saddle fit? Bit appropriateness, dental work? Those are things I would look at first.
