Yes, if they have 3 feet of water or 2 feet of water 
and something they can hide under.  Usually if you have 
a covered part of the water trough the fish can get 
back under (or better yet, an underwater tube or cave), 
the raccoons only get the dumb fish.

No guarantees on Maryben's Koi stomping Jake though.

ps... for non-horse trough outdoor fish ponds or tanks
a pet sized hot wire system works great on raccoons.
And you get to hear them squawk so you know it's working...
