What is the cost including life cycle cost. Without the cost I'd say no.

This is a good idea, however, again this needs to be part of a program. 
What are the goals of the program? How much will it cost? What will it 
be used for?  How will it be implemented? Where is the plan? Without 
these other things in this will probably just be another rule/policy 
that won't be enforced.

It's not broke so don't tinker with it. It will fix nothing and give 
ride managers more gray hair.
