Sounds like a kinder/gentler version of what used to be called a "tack collar". A fan belt, or strap of some kind, that had tack nails pushed through; the sharp tips were sawed off. The rider would pull on the tack collar to either punish the horse, or get him to stop faster, turn faster. When I was a teenager, I used to see reining horse riders "tune up" their horses before a class using the collar.
