    The rule you quote has to do with going down the trail.  At a vet check, the
    horse and rider team don't even need to be together or in the same
    place--the rider can go to town and get a soda, for all I care, as long as
    the horse is cared for and presented when he is supposed to be by the crew.
    If one were to take the rule you quote in the sense that you are looking at
    it, the horse could not even be presented at a vet check by a person other
    than the rider--just asking him to trot out would be "prompting."  We don't
    EVEN want to go there, except in cases where rides (like OD) have special
    "cavalry" divisions where you have to do everything yourself.  And certainly
    entering such a thing over and above the rest of the ride is a choice made
    by the individual rider!
    
    Personally, I think it is a good thing when the rider has a crew member
    present the horse, and the rider stands back with the vet and watches.
    Gives the rider an opportunity to actually view the horse, and the vet can
    also make any commentary to the rider that he/she deems appropriate, while
    the horse is actually trotting.
