Dog Pound = $$$

I went to a ride a couple of years ago where they sat up a horse trailor
with a "dog pound" sign.  Rule was...if your dog was off leash - it went
to the pound and the owner had to "pay" a "fine" to get their dog out.
This could become a good "fund raising" idea and the guilty parties might
learn.
