The meeting outlined (copied below) by Steve Proe is a very important
meeting for anyone interested in the Western States Trail, the last few
miles from No Hands Bridge to Auburn.  The following is a quote from the
Draft EIS/EIR:

"Under the Proposed Project and Upstream Diversion Alternative, as a public
safety measure during construction, all public access through the project
area, INCLUDING THE AUBURN-TO-COOL, WESTERN STATES AND OTHER TRAILS, WOULD
BE RESTRICTED.";

"The temporary closure is considered AN INCONVENIENCE BUT NOT SIGNIFICANT
(emphasis mine).";

and:

"Although alternate routes would be available, the permanent closure of the
Auburn-to-Cool Trail through the dewatered river segment would be considered
an UNAVOIDABLE RECREATION IMPACT. (emphasis mine)."

This means the Tevis trail as we know it will be subject to closure at the
convenience of the construction operation, and the closure of the trail
through the coffer dam area will be permanent.

The result of the closure of the coffer dam will be that the only users that
will benefit will be the rafters.  There will be no money for the
foreseeable future for improvements and amenities for trail users
(information from State Parks personnel).  During initial discussions with
State Parks personnel, an equestrian bridge was proposed; however, there is
absolutely no mention of this possibility in the EIS/EIR.

Anyone interested in this subject should try to appear at this meeting for a
show of force.  Public written input deadline is November 9, 2001.  I will
post the address for written comments later - I don't have it at the moment.

Hello all: This is the meeting on the opening of the American River not a
bad thing. But it will close trails leading to and from Cool and Auburn. It
is my opinion, that we need a bridge to allow continued trail use in these
area's.

For those interested on the American River and Tunnel
Closure, there is a public meeting scheduled this
Thursday (10/11 from 7 to 9 pm).  This meeting will be
held in the American River Room at the Placer County
Water Agency. To get there, take 80 to the Auburn
Ravine/Foresthill exit in Auburn, take a right onto
Lincoln Way, and a left onto Ferguson (by the
McDonalds), and a right into the PCWA parking lot, and
you are there.
