Very true, but the poster who mentioned the "underage" horses being ridden was not from the USA, but from South Africa, I think.  So--riders there are not subject to our rules, and unless one is familiar with their rules, one can't really comment as to whether this constituted rulebreaking, or was just bad judgment.
