Once again, you can't correlate cannon circumference to height, but rather to 
weight.  Still, I'd suspect that your 14:1 horse likely did not weigh over 
850 or 900# (unless it's REALLY a tiny brick outhouse!) and so likely had 
very adequate (or even ample) bone for his size.  But that is the perfect 
example of how often folks can "slam" a horse for not having "8" of bone" 
when indeed, this horse likely has better bone than an 1150# horse at 15:3 hh 
that has 8-1/2" which really isn't enough!
