Saddle fitting a TWH

When I put my saddles on the TWH's wither's it always seems to slip back to where the back of the shoulders are. I always thought that the saddle went on the withers, but from talking to people and reading, it seems to depend on the horse, or are all of my saddles just too narrow?. Both mares are in the 15.3 hand range and have alot of muscle in the shoulder area. Thank you! Susan and the BIG girls!
