If you read the wilderness act as passed by Congress you will find that NO
COMPETITIVE EVENTS ARE ALLOWED IN A WILDERNESS AREA.

I have been told  this was inserted to eliminate any mechanized usage of any
type. Sadly we as equestrians got caught in the middle. Commercial usage is
ok but not competitive even if we still only "pass through".

Took an act of Congress for the Tevis trail.
