Sounds like fatigued brachiocephalicus muscles to me--the classic weak
link of horses working in deep sand without sufficient adaptation. You
can confirm this by lightly palpating the "v" area that joins the neck
and shoulder --  if your horse is sore and sensitive here, then the sand
was probably the main culprit.
