I'm afraid that was my response, too.  As a ride manager, I figure it is my
duty to provide sufficient water for both cooling and drinking so the horses
can stay healthy.  As a rider, if I were riding in such circumstances, I would
look after the health of my horse first and foremost, and THAT WOULD INCLUDE
GETTING WATER ON HIM!  As a  ride vet, I would be doing everything in my power
to get management to do their duty by the horses!!
