Jerald,

No matter what arguments are put forward, the data collected shows that
head injuries are minimize by the use of a helmet.  Also horseback
riding is one of the most dangerous activities one can participate in. 
The evidence is overwhelming.  If you want to ride without a helmet then
go for it.

I think that at some point the AERC will have to address this issue -
just to protect themselves from liability.
