When I lived in Pennsylvania (moved from the land of potholes in 1983), it
was the law to ride on the right of the highway, with traffic. Also, "right
of way" may be on the books, but won't save your life if you count on it!!
I also believe that "right of way" did not apply to state highways.
I assumed that I still had to walk "with" traffic if I was leading.

When I did ride on the highway, I would ride in the middle of my lane with
my crop extended. This way I had room for retreat, and the crop gave me
even more room.

I suspect if Pennsylvania law still requires horses to be on the right side
of the highway it may be because there is so much horse traffic (Amish).
