I feel strongly against passing a $3 fee to every rider (every ride 
entry from a ride manager's perspective) - but I might be willing to 
contribute $10 when I renew my membership.

While your suggestion is more palatable to me, seems like the 
administration of who pays, who benefits could be a mess.

But if it's about the welfare of the horse and to aid in the determination of 
the cause of  the problem for AERC and not for the benefit of the owner then 
why should it matter who pays and who benefits?  For those who want to help 
anyone's horse b/c they feel that is important, then by all means, contribute.  
For those who don't feel that it is important then they don't pay and they can 
deal with whatever ethical dilemma they might have if their horse ever needs 
the funds.
