On the other hand - when driving on really hot days (really hot road surface), our tire guys told us to under-inflate the tires to keep them from expanding so much that they burst. (which had happened to us a few times).

Since air is mostly nitrogen, it ain't gonna happen. The supposed reason to inflate with nitrogen is to protect the rubber on the inside from oxygen and ozone. With modern rubber it is most likely not necessary.

Keeping the tire pressure from going any lower than optimum will do more to limit the temp. The reason is that air is pretty close to a perfect gas. A perfect gas does not heat from being compressed, then expanded as the tire goes over bumps. The rubber is not perfectly elastic, therefore; the flexing causes it to heat. You can test this by stretching a rubber band over your lips. If the tire pressure is lower, you get more flex and then more heat. In fact, over inflation will keep a tire running cooler, and thus less likely to blow. The cost is a harsher ride and a greater susceptibility to cuts from road hazards.
